City Council Recognizes
United Supermarket

City Council Meeting Nov 17th, 2022
The City Council met on Thursday night, November 17th, 2022, at 7:00 PM at the Portwood Pavilion for their monthly meeting. During the Mayor’s comments Mayor Pro-Tem Les Hons encouraged everyone to drive safe in the cold weather. The City Administrator Dr. Jeff Brasher communicated that City Hall will be closed November 24th-27th for Thanksgiving Holidays, reminded the council of the Seymour VFD Hamburger Feed on December 8th along with the Christmas Parade that begins at 7:00 PM. The City Administrator also announced that on December 15th, 2022, at 7:00 PM will be the next City Council Meeting. The City Administrator also announced the addition of a third Police Officer Felipe DeAndea who began on Monday November 14th, 2022. Next, the City Administrator and Council recognized United Supermarket Manager John Wilson for their generous donations of the hotdogs, chips, and water for the Haunted City Hall Event.

During the public hearing portion of the agenda the City Council heard three hearings. First, was the application for a re-zoning request by Derek Dalton, concerning subdivision of Lot 14, Block 8, of the Original Seymour Addition on 120 South Washington Street. Second, was the final public hearing regarding an application for Zoning Specific Use permit request by Christ Orsak, concerning Subdivision of Lot 10, Block 1, of the S-D Addition located at 312 West 13th Street. The final hearing was on the Hotel/Motel Tax Ordinance. The proposed modification of the ordinance is to update the regulations/guidelines of the existing ordinance. The current ordinance needs updating to provide clear guidance to the city administrator on how this process should be managed.

During the action items the council had seven items on the agenda. First, the council approved the sick leave incentive that was budgeted for the city employees that qualified. The total amount paid out will be $14,216.07 from the $27,50.00 that was budgeted and will be given to the staff at their annual Christmas Party. Second, the re-zoning request by Derek Dalton for location 12- S. Washington Street was approved by the City Council.

Third, the zoning specific use permit by Chris Orsak was approved. Fourth, the city council approved the request for proposals by Edgin, Parkman, Fleming of Wichita Falls to complete the 2021-2022 audit for the City of Seymour. Fifth, Les Hons was appointed to serve on the Baylor County Appraisal Board for another one-year term. Sixth, the council approved the Wood Chipping Project for the chipping of the brush pile at the City’s Transfer Station for a total price of $21,000.00 to Thelin Recycling. The mulching of the brush is mandatory based on the TCEQ standards for the city’s transfer station licensed facility. The last item on the action agenda consisted of the council approving the Seymour Helping Hands request to move forward with the 2nd Annual Spring Fling set for Saturday May 6th, 2023.

The council then removed the Lowe Stout Building item off the table and took action to sale the property to Seymour ISD for a total price of $10,000.00. The council then took action to approve the consent agenda items which consisted of the meeting minutes from October 20th, 2022, the financial report, employee list at Salt Fork Golf Course of 109 members, the bills paid for the month of October 2022, and approve the resolution Number 1536 regarding the City of Seymour’s Investment Policy as required by the law.

After completing the agenda, the mayor called for the City Council to go into executive session with legal counsel Fritz Quast to address several agenda items. First, the council was updated on the billing issue involving the Baylor Special Utility District billing issues. Second, the council discussed personnel issues involving all City Council members and the mayor. After closed session the council took no action on the discussions from executive session. The meeting was adjourned at 9:15 PM
